Three officials in Kabale have been arrested over 102 heifers missing from a Green Climate Fund wetland-livelihoods scheme. The project was meant to move families away from drained swamps by giving them livestock. Records cited by investigators say 399 animals were expected and 297 were delivered. The gap is 102. Those named in public reports are Beda Mwebesa, Elly Niwamanya and Dr Kamarade Masembe. Auditor Denis Navili is reported to be at large. Deputy RDC Michael Muramira Kyakashari has been associated with the follow-up, and former CAO Ronald Mutegeki has been summoned. ## Why it matters in the wetlands The heifers were not a side project.
